Empire/Umpire grapples with the delicate balance between security and civil liberties in our current war on terrorism. September 11th has transformed America both politically and psychologically. It has shifted perceptions of what is acceptable. At what point does the need for security override civil liberties and human rights? Where do we as Americans fit into this picture and what are our responsibilities? Does our acceptance become complicity?
             
             
          These are the questions asked of the audience as they climb the two sets of steps and walk across the twenty-foot dining table. When the audience reaches the end of the table, they can peer down through a skylight in the holding cell and view a breathing figure. It is here they realize that as they climbed the steps, they were causing the ropes to tighten around the figure in the cell.
